Dr Brian Walker has just tabled the Misuse of Drugs Amendment (Lawful Personal Use of Cannabis) Bill 2026 in the Legislative Council. The Bill proposes decriminalising personal cannabis use for adults in WA, built on the evidence that criminalisation does not reduce use but does cost people their jobs, housing and futures. It's the most significant cannabis reform bill WA has seen and puts the legalisation conversation squarely on the parliamentary record. We’ve also developed a new parliamentary tactic we’re calling the "Dr’s Confiscation Amendment". After seven years with limited legislative movement, we needed a way to force cannabis into more debates. The approach is simple: whenever a bill touches the Criminal Property Confiscation Act, Brian moves amendments to exclude cannabis offences from confiscation. It turns any relevant bill into a cannabis reform debate. We’ve just lodged our first one and it works a treat.
